Homer is Snidely Whiplash's trusted lieutenant. He is usually present so that Snidely can explain his plan to Homer, and as such the audience. He is virtually interchangeable with Rollo and Barney. His appearance changes in nearly every episode. In the 1999 Dudley Do-Right film, Homer was played by Jack Kehler, and mistakenly listed as "Howard" in the film's credit list.
